Chief Projects Officer accountability to the CEO and Board for establishing and leading the execution system beneath a ~US$1 trillion sovereign development spanning multiple regions, economic sectors, infrastructure systems and an exceptional stakeholder environment.

Airport developer-operator transformation — Malaysia
Strengthening the system between capital programme ambition, development discipline and live airport operations.
BCL supported a major airport operator preparing for a materially larger capital programme across a live national airport network.
The work strengthens the developer-operator model — connecting portfolio strategy, governance, development discipline, procurement, controls, delivery capability and operational transition into a repeatable capital delivery system.
The transformation was developed and applied alongside live priority airport programmes, with new systems tested against real delivery conditions.

BCL supported a group-wide transformation across a diversified GCC construction and industrial group, working with HoldCo and OpCo leadership.
The work addressed the system beneath performance — governance, organisation, operating model, management systems, commercial and delivery discipline, accountability and capability required for future growth.
The engagement followed a two-stage model: a rapid diagnostic and transformation report aligned with CEO / Board leadership, followed by execution of the accepted transformation plan alongside management.
