ABOUT BRETT
Brett Smythe
Senior infrastructure and built-environment executive and advisor
Brett has 30+ years’ experience across transport infrastructure, the built environment, industrial, energy and utilities sectors, working across Asia Pacific, the Middle East and Europe.
His career spans engineering, Tier 1 contracting / EPC, consultancy / EPCM, owner / developer / operator environments, government and sovereign programmes, and Board / CEO advisory.
He has operated from project and business leadership through to regional P&L, major-programme and enterprise executive roles, providing perspective from both strategy and execution.
That breadth shapes the way BCL works today — combining strategic judgement with practical understanding of how major decisions translate into market response, supply-chain strategy, delivery performance and operating outcomes.

Experience across the organisations that invest, develop, deliver and operate
Brett has worked across the organisations that shape major infrastructure and built-environment outcomes — from capital and development through delivery, operations and long-term value.
Owner / developer / operator
Experience with capital planning, development, governance, delivery and operational transition from the asset-owner side.
Contractor / EPC
Deep Tier 1 experience across project selection, bidding, commercial risk, procurement, execution, controls, margin and business performance.
Consultancy / EPCM
Regional leadership integrating engineering, project management, construction management and EPCM capability.
Government & sovereign
Experience in sovereign-scale development and Government-facing infrastructure decision environments.
Board / CEO advisory
Independent judgement around investment, M&A, capital, governance, organisational performance, delivery risk and major commitments.
From Board-level intent to delivery-system reality
Brett’s value lies in being able to move from Board-level intent to delivery-system reality — and back again.
He can work with senior leadership on the investment, governance or organisational issue, then test that position against the practical realities of development, enterprise procurement and supply-chain strategy, contracting, controls, delivery capability and operations.
Capital → Governance → Market → Delivery → Operations → Value
